Description: This is the flagging for Bur.  The xp is given in 4 sections of the quest, each giving 5% of your level, and maxing out at 6,891,063 xp.  Still need to find out the exact timer.

I believe for that xp the level restriction is 80+

bur flagging comes in 80 lvl and above,  and sub 80 lvl flagging (dagger of tikola). all are repeatable. and if you've done the sub lvl flagging for bur, when your toon is 80 u can do the higher lvl bur flagging, for the xp that is.
